The SCRAM bracelet, manufactured right here in Colorado, is intended to measure any alcohol that is exuded from the skin. It detects attempts to tamper with it and any indications of alcohol consumption but there are serious problems that have come to light with its use. Some of the devices have been triggered by substances other than ethyl alcohol, as found in alcoholic drinks. In one Michigan case the judge ruled that the device was not, in fact, reliable. There is also scientific question as to the reliability of detecting alcohol through the skin.
The intention of SCRAM bracelets is not simply to punish someone that may have made a simple mistake. Rather, judges consider those who may be at high-risk for being a repeat DUI offender or that may have an alcohol addiction candidates for these bracelets since the offender is unable to consume any alcohol, regardless of whether or not they may be driving.
If a SCRAM bracelet is ordered, the person wearing the bracelet will be responsible for the purchase of the bracelet itself and the monthly cost of monitoring thee device. However, while this can be a viable option, being accused of alcohol consumption whilst using this device can find you facing a violation of your parole, which can lead to jail time.
